Small and Medium Enterprises Administration (SMEA), MOEA has created
a project fund for the purposes: to promote local industry upgrading; to
assist small and medium enterprises to resolve difficulties encountered;
and to encourage academic entities to establish innovation centers
(hereinafter referred to as “Incubation Center”). With the fund, schools will be assisted to create a favorable
environment for the startup of small and medium businesses with existing
resources such as R&D technologies, experimental equipment and spaces
as well as experiences in industrial and academic collaboration. A diverse
range of operation consulting will be offered to expedite the pace of
technology merchandising, facilitate the transformation, upgrading and
thriving of small and medium businesses and eventually to achieve a new milestone
of economic development in Taiwan.
Our school established the Department of Technological
Collaboration in 1999. In the three years since then, we actively promoted
industrial and academic cooperation and feature researches. Over 100
businesses cooperated with us. The number of the cooperation programs grew
so fast that we were rated as one of the 2003 ten most outstanding academic
entities for industrial and academic cooperation by the Chinese Institute
of Engineers.
To cope with the central government’s
national policy of enhancing industrial and academic cooperation, which
aimed to further assist small and medium businesses with product R&D
and innovation and improve competitive strengths, we proceeded with the
planning of the Innovation
Center. The center
was established in 2003 and started to operate concurrently. Apart from the
full support from the school, an application was also filed with SMEA, MOEA
for the operational fund of the center so that the center could
successfully expand its services, deepen their scope and improve their
performance.
