1. Project managers discuss with participants to determine a memorandum that states the items that require consulting and timetables for every year of the three-year term and perform tracking and follow-up.

2. Based on the memorandum, counselors for individual cases or the entire project are recommended for counseling or consultants employed. Consultants for the entire project will be employed collectively. Those for individual cases will be employed by participants.

3. Project managers will coordinate members of different functions to assist with the completion of administrative services other than professional counseling.

4. Project managers should write reports of counseling results to leaders every six months and convene councils to assist with improving operations if necessary.

1. Free counseling includes: •Consulting for general technological introduction or development •Consulting for general business operation and management •Consulting for general database systems •Support with administration and management •Other free services

2. Partially paid counseling includes: •Various professional programs and training •Business planning •Development or improvement through technological collaboration •Whole year consulting •Promotional activities such as promotion presentations and displays •Commissioning of other individual projects
